RULES FOR THE STATE

STATE BOD MEETINGS:

 

1.) The Legislative Report will be presented after the minutes of the previous Board meeting.

 

2.) No alcoholic beverages will be allowed at the State Board meetings.

 

3.) At Board of Director's meetings, there will be a time limit of fifteen (15) minutes on any one subject.  If two-thirds (2/3) of the Board of Directors want to continue the discussion, they can get a fifteen minute time extension.  This allows thirty (30) minutes discussion on any one (1) subject.

 

4.) The State Treasurer shall deliver detailed financial statements of the treasury quarterly at the Board of Director's meeting, or by the request of a Board Member or State Officer.

 

5.) State Board of Director's meetings shall start at 11:00 A.M. and end by 3:00 P.M. unless the Board of Directors extends the length of the meeting.

 

EVENTS:

 

1.) Any liquor license for ABATE of Nebraska must be approved by the Board of Directors.

 

2.) The State will allow one (1) major event between Memorial Day weekend and Labor Day weekend.  No other sanctioned event can be held on that same day.

 

3.) The Assistant State Coordinator is in charge of sanctioning events.

 

4.) No two (2) ABATE district events will be sanctioned within 100 miles of each other on the same day.

 

5.) Sanctioned events between Labor Day weekend and Memorial Day weekend shall have fifty (50) miles between limits.

 

FINANCES:

 

1.) The State office will remain a separate account for lobbying contributions.

 

2.) Annually or as needed prepares a gets approval from the BOD's approval of a corporate resolution and designated bank acct signers list which authorizes the individuals and their corporate capacities.

 

3.) The State Officers without the approval of the Board of Directors can spend no more than $300.00.  This limit applies to expenses outside of the day-to-day expenses of the corporation.

 

4.)Any purchase not in the day-to-day operations must be approved, before they occur, by at least one-half (1/2) of the State Officers at their monthly meetings.

 

5.) Funds cannot be withdrawn from ABATE of Nebraska, Inc. accounts for out of state trips and/or non-ABATE business expenses without Board approval.

 

6.) Receipts for reimbursements of expenses incurred must be approved by at least one-half (1/2) of the State Officers at their regular monthly meeting.

 

7.) Funds to be used for expenses, before they occur, must be verified with legible receipts.

 

8.) Upon approval by the Board, a maximum per Diem of $30.00 may be issued to State Officers for travel expenses when representing ABATE.

 

9.) Receipts for reimbursement must be documented with date, amount, purpose, and the signature of the user.

 

10.) Receipts for reimbursement must be submitted within sixty (60) days.

 

11.) Withdrawals from the Corporation funds shall be made only by a check signed by two (2) of the following five (5) officers:  State Coordinator, Assistant to the State Coordinator, Treasurer, State Recording Secretary, Membership Secretary.

 

12.) There will be no signing of checks before hand.

 

13.) Any State Officer deemed necessary shall deposit all funds to the Corporation.  The Treasurer shall maintain a record of the income and disbursements of such funds.  He/She shall keep accurate books of accounts and report quarterly to the Board of Directors as to the financial condition of the Corporation.  The Treasurer shall cause an audit to be made for the regular annual meeting.  The Treasurer will handle moneys, taxes, etc.

 

14.) No two State Officers may withdraw funds from a district account without prior approval from the Board.

 

GENERAL:

 

1.) State Officers will have a regular monthly meeting at which time bills will be discussed and paid.

 

2.) Judgment calls between the Board of Director's meetings will be made by a majority vote of the State Officers and approved by the Board of Directors.

 

3.) The State Office shall maintain set office hours and someone will be present at the Office during those hours, published monthly in the Right To Ride and posted on the State ABATE website.

 

4.) All ABATE of Nebraska's T-shirts will be a brand name and high quality shirt.  No specific brand.

 

5.) All past ABATE State Officers shall retain their patches, but the dates of their term of office shall be on or by the patch.

 

MEMBERSHIP:

 

1.) State ABATE of Nebraska, Inc. shall have a continuous membership drive each year from January 1 through December 31.  A one (1) year free membership for each additional five (5) new members recruited during a calendar year.

 

2.) Each member of ABATE with five (5), ten (10), fifteen (15), twenty (20), or twenty five (25) consecutive years of membership shall receive a year pin.

 

3.) Renewing members shall be issued a new membership number after the ninety (90) day grace period, and any discretion are to be referred to the Board.  This is to include the post mark date.  (Member must submit renewal payment by the 15th of every month in which renewal is due to continue to receive the "Right To Ride" newsletter).

 

4.) International postage expenses will be paid along with membership dues to ABATE of Nebraska for members who reside outside of the United States.

 

5.) The color of ABATE membership cards shall be changed yearly.

 

6). Associate members shall not be sent a State newsletter.

 

RTR/Web:

 

1.) The AMA (American Motorcyclist Association) District #33 representatives shall be provided with a space to write a monthly article in the "Right To Ride".

 

2.) Only ABATE members or other persons on the discretion of the Editor shall have their letters published in the "Right To Ride".

 

3.) ABATE will pay $125.00 monthly to have the newsletter typeset.

 

4.) ABATE will pay $125.00 monthly to have the ABATE State website maintained.

 

5.) The Editor shall put out a monthly newsletter and handle the "Right To Ride" billing.

 

OFFICERS:

 

1.) ABATE will pay $325.00 monthly to the State Coordinator.

 

2.) ABATE will pay $200.00 monthly to the State Treasurer.

 

3.) Each State Officer, both elected and appointed, will be reimbursed for gasoline to attend the Board of Director's Meetings.

 

4.) No State officers may live in the same household.

 

Conference call voting procedures:

 

1.) As each member comes on line they shall say their name and district so the recording secretary can note which districts are being represented.

 

2.) A roll call will be taken at the commencement of the meeting.

 

3.) Only those items on the Agenda will be discussed and voted on my roll call vote.

 

4.) Any item that has issues will be tabled till the next regularly scheduled BOD meeting.

 

5.) BOD members wishing an item added to the agenda must submit them prior to the meeting date.

 

EMAIL VOTING:

 

1.) Items that need immediate action may be submitted to the State Coordinator as an idea or a motion; no discussion should take place until a second has been made.

 

2.) Once a second has been made, the recording secretary will then email the BOD (including all district officers, and state officers) with the motion and second.

 

3.) All items will be open for a min of 2 weeks to allow for discussion.

 

4.) A district may vote any time during the 2 weeks and must vote by the closing date.

 

5.) When possible a reminder will be sent out 2 to 3 days prior to closing.

 

6.) No other item may be submitted or voted on while there is an issue currently before the BOD for vote.

 

BOD HOSPITAL STAY:

 

The State Coordinator shall have the authority to spend up to $100 for flowers or a plant or cash on a one time basis for each member of the Board of Directors (those on record at the last BOD meeting) or State Officer.  An Assistant State Coordinator has the authority to do this in the absence of the State Coordinator.

 

BOD DEATH:

 

The State Coordinator shall have the authority to spend up to $250 for a memorial to the family of a BOD member (those on record at the last BOD meeting) or State Officer.  An Assistant State Coordinator has the authority to do this in the absence of the State Coordinator.

 

MEMBER DEATH:

 

Upon notification of a death of a member of ABATE of Nebraska, the State Office shall, as soon as possible, send a sympathy card to the family.
